LeFlore County commissioner minutes 3-30-2026 

LeFlore County commissioner minutes for Monday’s meeting with Chairman Jamie Oliver presiding. Also, present were Vice- Chair Mike Parker, Member Josh Blaylock and County Clerk Kelli Ford. 

The following action was taken by the board: 

(1.)             Chairman Jamie Oliver called meeting to order.

(2.)           Motion was made by Jamie Oliver and seconded by Josh Blaylock to approve the minutes of regular meeting held March 23, 2026.  Motion carried, all voting yes. 

(3.)           Motion was made by Jamie Oliver and seconded by Mike Parker to approve purchase orders as presented. Motion carried, all voting yes. 

(4.)           Monthly Fee Reports: None presented. 

(5.)           Transfer of Appropriations: None presented. 

(6.)           Blanket Purchase Orders: None presented. 

(7.)           Motion was made by Josh Blaylock and seconded by Mike Parker to approve Proclamation recognizing April 2026 as Child Abuse Awareness Month and approve the placement of pinwheels on the Courthouse lawn in observance thereof. Motion carried, all voting yes. 

(8.)           Contract Labor/ Service Agreements, Annual Contracts: None presented. 

(9.)           Burn Ban: Not needed at this time. No discussion. 

(10.)        Motion was made by Jamie Oliver and seconded by Mike Parker to approve the Notice of Lease Renewal as submitted by the LeFlore Hospital Authority. Motion carried, all voting yes.

(11.)        Motion was made by Jamie Oliver and seconded by Josh Blaylock to approve resolution authorizing participation in a collaborative opioid abatement project with Haskell County to expand access to treatment, recovery, and support services for individuals impacted by opioid use disorder. The resolution further recognizes Haskell County as the fiscal agent, responsible for oversight, reporting, compliance and fiscal management of any awarded funds. Motion carried, all voting yes.

(12.)        Motion was made by Jamie Oliver and seconded by Mike Parker to approve resolution allowing County Treasurer to reinvest surplus of County Health Department funds for April 2026. Motion carried, all voting yes.

(13.)        Motion was made by Jamie Oliver and seconded by Josh Blaylock to open and award bid to Routh Enterprises, Inc. for remodel construction of the Octavia Fire Department truck/equipment garage in the amount of $118,610.00. Motion carried, all voting yes.

(14.)        Motion was made by Jamie Oliver and seconded by Mike Parker to approve resolution changing the fund name of the Highway Use Tax account to Use – St, in compliance with the Chart of Accounts. Motion carried, all voting yes.

(15.)        Motion was made by Jamie Oliver and seconded by Josh Blaylock to approve a resolution modifying the account classification for the Use – St fund by changing accounts from Personal Services (1A) to Maintenance and Operations (M&O), in accordance with the Chart of Accounts, and reaffirming that no fund transfers shall be permitted. Motion carried, all voting yes. 

(16.)        Motion was made by Mike Parker and seconded by Josh Blaylock to approve resolution to rename fund currently titled KEDDO – REAPS with fund number 1432 to Rural Economic Action Plan and to change the fund number to 1425, in accordance with the Chart of Accounts. Motion carried, all voting yes.

(17.)        Motion was made by Jamie Oliver and seconded by Mike Parker to approve flood plain development permit application number 330202684 as submitted by CoxCom, LLC regarding construction within county right of way located in LeFlore County Commissioner District 3, Section 25, Township 6 North, Range 25 East. Motion carried, all voting yes.

(18.)        Motion was made by Josh Blaylock and seconded by Mike Parker to approve flood plain permit application number 330202683 as submitted by CoxCom, LLC regarding construction within county right of way located in LeFlore County Commissioner District 2, Section 10, Township 6 North, Range 25 East. Motion carried, all voting yes.

(19.)        Motion was made by Josh Blaylock and seconded by Mike Parker to approve programming resolution for project number 26-CBRI-D2-RD-P093 (Barnes Loop Road) and 26-CBRI-D2-RD-P094 (Midway Road) for the purpose of authorizing road improvements on each project located in LeFlore County Commissioner District 2. Motion carried, all voting yes.

(20.)        Motion was made by Josh Blaylock and seconded by Mike Parker to table bid notice and resolution to accept sealed bids for the purchase of a pumper truck to benefit Bokoshe Fire Department. Motion carried, all voting yes.

Heavener uses big inning to beat Spiro

Heavener used a big first inning to defeat Spiro, 16-2, in slow pitch softball Monday on the Lady Wolves’ home opener.

After spotting the Lady Bulldogs two runs in the first inning, Heavener roared back with the 16 runs in the bottom half of the inning to get the run-rule win.

Heavener, which has no seniors, was led by Kristy Shadwick, who was 3-3 with a home run and a double, with two RBI and two runs scored.

Kelsey Morrison doubled and went 2-2 with three RBI and two runs, Haylee Morrison finished 2-3 with two runs, Annistyn Cartwright was 2-2 with two runs and two RBI, Kaitlin Hurst had a 2-3 outing with two runs and two RBI, Mattison Smallen was the winning pitcher and went 2-2 at the plate with two runs and a RBI as Heavener pounded out 15 hits.

Heavener is 3-3 and visits McCurtain Tuesday. Spiro is 0-4 and hosts Cameron and Poteau in a three-way Tuesday.

Another Day, Another Deadline

Last week was another significant milepost in the House. If bills or joint resolutions didn't pass by March 26, they're dead in the water this session. We heard about 250 bills in the four days leading up to the deadline.  

Here's a look at a few of those measures: 

House Bill 3660 is in my opinion a terrible bill. It would allow funeral directors to operate "natural organic reduction facilities." This means you could make "nutrient rich" fertilizer out of your dead relative. I voted no on this bill, but it still passed. It will be up to the Senate and maybe the governor to decide if human remains can be made into compost or not.  

House Bill 4359 would require schools to administer statewide student assessments for grades 3-8 during the last three weeks of their school year. This would not apply to tests administered as part of the Oklahoma Alternative Assessment Program (OAAP) for students with the most cognitive disabilities. We need to make sure our kids have as much instructional time ahead of our tests as possible, and that we're not wasting the last few weeks of school with meaningless activities once tests are taken. 

House Bill 4153 is another bill I voted against. This would require students to prove reading proficiency at an eighth-grade level before they could obtain an Oklahoma driver's license or permit. Students should be able to read, but I don't think they have to prove proficiency at this level before they are qualified to drive. If they can read and pass the driving exam as it's presented, that should be enough. 

House Bill 3315 would establish a pilot program by the State Regents for Higher Education to study the feasibility of implementing a three-year or 90-credit hour bachelor's degree program. This is an interesting idea. If we can get kids through college quicker, great. But I voted no because this would create yet another pilot program to study something we should already know the answer to. 

House Bill 4358 is one I supported. This bill would limit screen time to one hour per day for students in prekindergarten through fifth grade in public school classrooms. The measure creates exceptions for students needing targeted instructional support, accommodations for students on IEPs, in computer programming classes, who use reading or math screeners, attend virtual schools and teacher professional use. It also clarifies that screen time limitations do not apply to digital textbooks, smart boards or other devices used to display classroom curriculum. The point is kids that attend public school benefit best from face-to-face learning with their teacher. The more of that we can do, the better off they'll be. 

There are plenty of other bills to discuss, but space is limited. Over the next few weeks, the state budget will take center stage. All indications are it will be flat, with the exception of education.

Mary Janette Barnes obituary

Mary Janette Barnes, 77, of Spiro passed away on March 28, 2026, in Spiro. She was born on December 26, 1948, in Spiro to Hazel (McCage) Skelton and James Walter "Buck" Skelton.

Funeral services are 11 a.m. Thursday at Mallory-Martin Funeral Home Chapel in Spiro with Reverend Eddie Blankenship officiating. Burial will follow at New Hope Cemetery in Spiro, under the direction of Mallory-Martin Funeral Home of Spiro.

She enjoyed reading and loved to shop. Janette especially enjoyed going to the casino and watching and ordering from the jewelry channel. She dedicated over 20 years of service to Elara Caring, where she worked faithfully and compassionately.

Survivors are her sons Allan Barnes and wife Mindy, and Carl Barnes; her grandchildren Bronx, Kharma, Gracie and Memphis; her great-grandchildren Cohen and Conrad; her brother, James Skelton; as well as numerous nieces, nephews, other relatives and loved ones.

Janette was preceded in death by her parents Hazel and Walter Skelton; and her brothers, Rob Skelton and Eugene Skelton.

Honorary pallbearers are Allan Barnes, Carl Barnes, Greg Skelton, Jimbo Skelton, Ronnie Barnes, and Harold Garner.

Viewing and visitation will be held on Wednesday from 9:00 a.m. to 7:00 p.m., with the family greeting friends from 6:00 p.m. to 7:00 p.m. at the funeral home.

Carroll Wayne Covey memorial

Carroll Wayne Covey,78, of Poteau, was born July 2, 1947, in Wister to Flora (Covey) Nichols and passed away on March 27, 2026, in Poteau.

Funeral service is 2 p.m. on Wednesday at Evans Chapel in Poteau with Eddie Nelson officiating. Burial will follow at Ellis Chapel Cemetery in Wister, under the direction of Evans & Miller Funeral Home of Poteau.

Survivors include his sister, Darlene Lyons, of Wister and her significant other, Roy Heflin; his brother Phillip Nichols and wife Velma of Poteau; one nephew, Albert Lee Mize; and one niece, Monica Shepherd.

He was preceded in death by his parents; his grandparents, Inez and Bill Covey; and one brother, Gary Nichols.
